Tusk, horn and antlers are very diferent things, a walrus and elephent tusk are actully overgrown teeth. A bongo, cow and gizelles horns are bones covered with keratin. When horn is cut off it grows back like all skin. A bone of a elk, deer and moose antlers is covered with nice soft skin, called velet, witch peels off when the antlers are full grown. Horns are permenet but antlers are not.
